On the 4th of November, 2011, Berik Kamaliev, Minister of Transport and Communications of the RK, conducted call conference, where the following matters were considered: about progress for implementation of the Project “Western Europe – Western China”; about putting into operation of other objects for reconstruction of road branch in 2011; about preparation of the highways of republican importance for winter period; about readiness of centers for maintenance check-up.

Z. Saginov, Chairman of the Committee for Roads, informed that in the current year the budget for development of highways of republican importance accounted for 190 billion KZT, out of which 158 billion KZT have been provided for construction and reconstruction, 32 billion KZT have been provided for complete overhaul, mid-life repair, running repair and maintenance.

References: Within execution of works for construction and reconstruction of highways, they are performed for 2 500 km, where more than 4 million tons of black mix (mix with bitumen), 221 km of wearing course, 645 km of base course, 885 km of subbase have been arranged and 29 million m3 of subgrade have been filled out. Out of provided funds for reconstruction and reconstruction the main volume of financing is the Project “Western Europe – Western China” - 117 billion KZT or 75%. Construction works are executed for 1715 km in 4 regions by 21 Main Contractors. It is planned to arrange 750 km of a new road in the current year, including 326 km of I category and 424 km of II category).

Simultaneously Bidding procedures are conducted for selection of Contractors for 3 sections with the length of 82 km (3 tranche - “Approach to the border of Kyrgyzstan” - 18 km, 4 tranche – “Aspara – Blagoveshchenka” - 49 km, “Temirlan By-pass” - 15 км). For this project more than 6 thousand units of road-building equipment have been mobilized, 35 thousand people have been involved, including 34 thousand people – Kazakhstan staff (international staff is 615 people).

It was mentioned that mainly the works are executed in accordance with the approved schedules. Meanwhile, there are problems in work of some Contractors, who frustrate program of construction works of the current year.
