As part of the implementation of the State Program of Infrastructure Development “Nurly Zhol” in Pavlodar Region, it is planned to launch 3 Toll Road sections with a total length of 742 km. These are:
- Nur-Sultan - Pavlodar - 391 km, of which in Pavlodar oblast - 207 km;
- Pavlodar - border of RF (to Omsk) - 196 km;
- Pavlodar - Semey - 301 km, of which in Pavlodar oblast - 155 km.
Currently, on the territory of the Pavlodar Region oblast, 10 intermediate control arches have been installed, these are in the direction to Nur - Sultan - 3 Nos., to Omsk - 4 Nos., to Semey - 3 Nos. The control arches are equipped with a software and hardware complex that provides continuous monitoring of the vehicles movement. It is worth noting that the absence of barriers and toll collection points is the main feature of the new “open” system. For several months, these sections have been in test operation, but their full launch is planned for June this year.
Toll rates for toll sections for cars and trucks are at the stage of approval by the Ministry of Industry and Infrastructural Development of the Republic of Kazakhstan. The basis is based on similar rates of payment for already existing toll roads.
You can pay for travel on a toll road section using second-tier banks (including applications for Internet banking Kaspi, homebank, etc.), through payment terminals (Qiwi, woopay) or from your phone balance. In total, there are more than 20 different ways to top up the personal account of the vehicles.
For residents, whose vehicles are registered in the areas adjacent to paid areas, seasonal tickets are provided in the amount of 1,000 tenge (for light vehicles), for a period of 365 days.
In order to receive the benefit you must:
- Contact the contact center by short number 1403;
- Top up a personal account in the amount of 1000 tenge.
At Customer Service Centers (CSC), road users can receive information on tariffs, outstanding arrears with official confirmation, etc.
For the convenience of road users, the company’s employees have developed a mobile application KAZH Mobile. At the moment, with the help of this application, drivers can find out the balance on their balance, get details of the passage, get acquainted with the fares.
In total, 4 Customer Service Centers will operate in Pavlodar Region:
- CSC in Pavlodar, address: 97 Satbaeva str., "Arbat" business center;
- CSC near Leninsky village, address: Kyzylorda - Pavlodar road, km 1372, building REP-62 on the right side (in the direction to Nur - Sultan);
- CSC near Bayet village, address: Kyzylorda - Pavlodar road, km 1243, rest area on the right side (in the direction to Pavlodar);
- CSC near Terenkol village, address: Pavlodar - border of RF (to Omsk), km 792, rest area on the right side (towards Shymkent).
It may be mentioned here that after the commissioning of the toll roads, the number of road accident has is significantly reduced. This is due to the successful completion of reconstruction work in these areas. For examples, after reconstruction work on “Aktobe-Uralsk-border of RF” highway, the number of road accidents decreased by 25%, on Nur-Sultan-Pavlodar road, the total number of road accidents decreased by 46%, and on Kyzylorda-Shymkent-Taraz section road accidents decreased by 43% and road accidents on Pavlodar-Semey-Kalbatau highway decreased by 62%.
Along with this, it is worth noting several main advantages of the toll roads:

- Reduction of road accidents by controlling the vehicle speed;
- Permanent control over the carriageway by transferring information to the Monitoring Center for response;
- Improving the roadside services;
- Increasing the intensity of transit cargo transportation, which will increase the revenues to the state budget and, as a result, increase the amount of funds allocated to improve the life of every citizen of the Republic of Kazakhstan.
The new roads will ensure safety and a high level of comfort for all road users, reduce the road accident rate and contribute to the active development of road infrastructure, roadside service and round-the-clock service along the road sites.
