Work is being conducted under the arrangement of the tolling system on the "Western Europe-Western China" international corridor.
Zhenis Kassymbek, Minister for Investment and Development of the Republic of Kazakhstan, told about the implementation of the Nurly Zhol state program of infrastructural development at a government meeting, the BNews.kz correspondent reports.
"For the development of toll roads, I would like to note that in October of this year, the tolling system was put into test operation in Almaty-Kapshagai, Almaty-Khorgos and Astana-Temirtau sections, which are currently being integrated with the systems of the Ministry of Internal Affairs. Collection of toll fees is planned to start in the second half of January next year”, said Zhenis Kassymbek.
The ministry is also developing a design and estimate documentation for installation of tolling system for 5.9 thousand km, including the "Western Europe-Western China" international corridor. Installation of toll collection system is planned for next year.
"In general, in 2020, about 6.6 thousand km will be covered by the tolling system”, the minister said.
He added that in December of this year it is planned to announce a tender for the construction of of Shymkent and Saryagash bypasses and the reconstruction of the section from Saryagash to the border of the Republic of Uzbekistan on a concession basis. Construction work is scheduled to commence in 2020.
In his report, Kassymbek also noted the financing of local roads. Thus, pursuant to the instructions of the Head of State, this year the Ministry financed the roads of the local network up to 156 billion tenge on a parity basis, which made it possible to cover more than 4,000 km of roads in the local network.
"In the 3-year period, the annual amount of funding is maintained at a level not lower than 150 billion tenge with coverage of repair work up to 5 thousand km per year. These measures will allow to create up to 10 thousand additional jobs”, said Zhenis Kassymbek.
Such paces, he said, will be maintained in subsequent years. This will allow by 2025 to repair about 30 thousand km and improve the condition of 85% of local roads.
"In the sphere of the road sector, the State Program envisages coverage by construction and reconstruction - 7 thousand km, repair - 10 thousand km of republican roads. 2.4 thousand km were constructed and reconstructed, 7.5 thousand km were repaired. Over 100 thousand work places were created, the share of domestic production was about 95%”, said the head of the Ministry.
In particular, along the Center-South corridor, the Astana-Temirtau section was completed, next year it is planned to complete the Temirtau-Karaganda section and Karaganda bypass.
"Works commenced in the Karaganda-Balkhash-Burylbaital-Kurty sections (888 km) from this year, and from 2019 we will start Kurty-Kapshagai section”, he noted.
On the Center-East corridor, the traffic on Astana-Pavlodar section is almost open, with the exception of the Shiderty-Kalkaman section (115 km), where the traffic is carried out in 2 lanes. On the Pavlodar-Semei and Semei-Kalbatau sections, all the sections were completed except for the exit from Pavlodar (13 km). The completion of this project is scheduled for 2019.
Work on Kandyagash-Makat section (299 km) is being carried out along the Center-West corridor; work on 120 km has commenced in the current year at Atyrau-Astrakhan and Kandyagash-Aktobe sections at the expense of the Republican budget; in the remaining sections (303 km), work will be commenced next year. Work is also being carried out on Kostanai-Denisovka section (114 km). Fully corridor is scheduled to complete in 2020.
“In general, the completion of all started projects is planned for 2019-2020. At the end of this year, it is planned to open traffic of 528 km”, the Minister concluded.
