In the supervised sectors of the Ministry of Investment and Development of the Republic of Kazakhstan on the mechanism of public-private partnership, 44 projects are in the process of elaboration and implementation. This was told by the head of the Ministry Mr. Zhenis Kassymbek, speaking at the meeting of the Government of the Republic of Kazakhstan on PPP issues.
According to him, the consortium for the construction of “Big Almaty Circuit Highway (BACH)” started mobilization works and in May of this year will commence construction and installation works.
Along with the construction of bypass road, the Ministry began preparing the project for the construction of railway line, bypassing Almaty station with the length of 74 km. At present, the work on the correction of the feasibility study of the project is completed and state expertise is being carried out.
“In parallel, bidding documentation is being developed. The tender for determining the Investor is expected in November this year. In general, the total cost of the railway line construction is KZT 96.6 billion, the length of the proposed section is 74 km. The project includes the construction and reconstruction of junction stations, the construction of passing loop and the line, and their electrification”, said the Minister for Investment and Development of Kazakhstan, Zhenis Kassymbek.
In addition, the Ministry is implementing under the PPP mechanism the projects "Creation of the infrastructure of the automobile checkpoint “Nur zholy” on the section of Almaty-Khorgos road (Western Europe - Western China), the concession project “Construction and operation of high-speed highways in the South Kazakhstan region”, with the length of 254 km, in the aviation sector, the project for the introduction of paperless workflow in the field of air cargo (e-Freight), the project to create an automated system for collecting data on air passengers.
Also, the Ministry together with the regions and the EBRD, taking into account all possible risks and experience of the development of communal infrastructure, proposes a gradual, phased implementation of PPP projects in housing and communal services. At present, 33 pilot projects have been selected in all regions for the introduction of various forms of PPP.
In the field of energy saving, the MID of RoK jointly with the regions implements 3 projects for a total amount of KZT 9.7 billion.
