Today Roman Sklyar, Vice Minister of Transport and Communications, has conducted a meeting attended by representatives of the Ministries for Economical Development and Trade, Finance, World and Asian Banks, NGI, companies – Project Management and Supervision Consultants of the Project “Western Europe – Western China”, Road Contractors.
The participants of the meeting have discussed the draft of Memorandum of Understanding and cooperation, the purpose of which is to determine the most transparent monitoring procedure for the progress of implementation of the Project “Western Europe – Western China”. This document will be signed by three Parties: Committee for Roads (COR), companies for Project Management and Supervision Consultants for Construction works, as well as Non-Governmental Institutions of Kazakhstan, included into Association «Азаматтық Құрылтай».
Within Memorandum the System of Expert Council for Transparency and Sustainable Development (ESPUR System) will be established, which will provide revelation, record and settlement of social-economical, labour, environmental and corruption violations.
The subject of monitoring will be such aspects as purchase of land, complaints of the community, impact of construction works on environment, water protection during construction and maintenance, as well as labour matters.
Memorandum will cover Aktobe, Kyzylorda, South-Kazakhstan, Zhambyl and Almaty regions, on the territory of which implementation of the Project is carried out.
National ESPUR will be included into the working agencies of the ESPUR System, which represents by itself multilateral agency in Astana city from representatives of COR, companies and NGI, regional ESPUR, as well as local councils of citizens.
