The possibility of involvement of the European Bank for Reconstruction and Development in the road sector projects in Kazakhstan
On August 25, 2011 the Minister of Transport and Communications Berik Kamaliyev met with the Director of European Bank for Reconstruction and Development (EBRD) in Kazakhstan, Michael Weinstein.
The sides discussed the development of road sector of the country. In particular, consider the possibility of EBRD to finance the reconstruction of roads, "Tashkent - Shymkent", "Almaty - Khorgos", as well as aspects of cooperation in the field of public-private partnership project to build Big Almaty Ring Road (BARR)

- The cost of the project on reconstruction of the road "Tashkent - Shymkent - Zhambyl region border" with length 102 km, is 75 billion. The main parameters of the site are I technical category, 4 lanes. In the frame of the European Bank for Reconstruction and Development (grant of the 1.5 million) consortium «ARUP» in the companies «KPMG», «Pinsent Masons», «SALANS» provides consultancy services in preparation and support of the pilot concession "Tashkent - Shymkent ". According to the results of the analysis of the existing feasibility study, currently a partial implementation of the concession-based project of road reconstruction with an element of long-term maintenance is under consideration.
- The cost of Almaty - Khorgos reconstruction with length 304 kilometers (I category, four lanes) is 169 billion tenge. In 2009, following a meeting of the Commission for Concessions best competitive bid was recognized by the application of «Impregilo SPA». However, during the lengthy negotiations to clarify the contract of concession agreement with the company has not been achieved. Taking into account the cost of the project and the need for its prompt implementation of the project alternative mechanism proposed by the government's version of the attraction of foreign loan. Currently, this option is considered by the International Bank for Reconstruction and Development.
- The cost of building Big Almaty Ring Road (BARR) with length 69.85 km of which (I technical category, 4, 6 lanes), 87.5 billion tenge. In the 2009 the bid did not take place due to lack of applications for participation. Currently, within the framework of this project the work on land purchasing is being carried out. According to preliminary data of Almaty region akimat by today the number of land plots, which are to be acquired, are about 412 land plots of 818 hectares. The amount for repurchasing is approximately 14 billion tenge.
